THE DEVELOPMENT OF A CTM PUBLIC SERVICES BOARD (PSB) FOOD RESILIENCE SUB-BOARD

Framing the Situation
Sustainable Food Coordinators from Rhondda Cynon Taf, Merthyr and Bridgend County Borough Councils have been working closely with the University Health Board’s Whole System Approach Leads to understand the current food system across CTM. In recognition of the current leadership and governance structures through the Public Services Board and desire to take a long-term, whole system approach, a Food PSB Subgroup has been established to enable collaboration and achievement of collective, system wide action at a regional level. Thus, aiming to strengthen the information flows from the community to the food networks, up to the public services board and Welsh Government.
Exploring the System
- We are coming together to explore what a good food system could look like as a region where actions are long term and seek to change structural elements of the system.
- We will engage with the PSB to map the factors that would contribute to a good food system, further understand levers for change, develop a shared vision and regional
- actions aligned to the shared vision.
CTM PSB Food Resilience Sub Board
The purpose will be to:
- Strengthen information flows from the food networks to public services including Welsh Government
- Improve access to good quality, affordable food
- Link local action with regional and national priorities
- Inform and influence wider policy
- Seek sustainability beyond short-term funding
- Improve understanding of local food system
The sub-board will serve the following functions:
- Shared system learning and insight exchange including inviting wider stakeholders into meetings on topics of relevance and
- to share learning from collaborative activities
- Networking opportunities, including an annual event to share regional work this space with PSB partners and wider stakeholders
- Shared learning and development
- Developing Joint action planning, delivery and pooling of resources and funding where possible
- Inform and influence wider policy
- Track progress and adapt based on
Next Steps
- We will use the Action Scales Model to capture what is already happening in this space, at what level of system change and agree the added value of the regional approach
- We will create a food narrative with a future’s focus to capture the regional vision
- Hold an engagement event with the CTM PSB to share the food narrative, explore levers for change and agree regional actions
- Develop a regional joint action plan of collaborative activity and embed into the sub board mechanism
- Report progress and learning around the food system to the PSB, noting specific patterns of concerns
