Previous Health Care Support Worker Staff with Cwm Taf Morgannwg Health Board – Important Communications

In August 2021, the UK Staff Council approved revised job profiles and issued updated guidance to clarify the distinction between the roles of Band 2 Health Care Support Workers and Band 3 Health Care Support Workers. This guidance confirmed that Band 2 HCSWs are primarily responsible for personal care duties, while clinical care duties should be undertaken by Band 3 HCSWs and other senior nursing colleagues. 

On an AllWales basis, Health Boards have been working within an agreed framework to validate Health Care Support Worker staffing groups for those who may be eligible to transition into Band 3 roles. For staff who are validated and supported to move into a Band 3 role, any backpay will be paid in the July 2026 pay run. 

Former employees who previously worked for the Health Board as Band 2 HCSWs may also be eligible to take part in the validation process to review any entitlement to a recognition payment. To qualify, individuals must have been employed in a Band 2 role on 1 January 2025. Unfortunately, if you were not in post on this date, we are unable to proceed with validation. 

Where an entitlement to recognition payment is confirmed, the bank details previously used to issue the final payment at the point of termination from Health Board employment will be used to process the payment in the July 2026 pay run. 

The validation process will include a meeting between you and your former manager to confirm that you carried out clinical duties while employed as a Band 2 HCSW during the relevant period. 

The recognition payment is designed to acknowledge clinical duties that may previously have aligned with Band 3 responsibilities. The amount awarded will be based on each individual’s total length of service (in years and months) in the Band 2 role that is now considered equivalent to Band 3 duties. Payments will be made on a prorata basis according to contracted hours and will be subject to Tax and National Insurance, but will not be pensionable.
